<br />landowners affected are protected if, under 2.07.6(2)(d)(iv), the applicant seeks to have the Division approve:
<br />(A) Conducting the proposed surface mining activities within 100 feet of the
<br />right-of way,line_ofany,public.road,_exceptwhere_mine_ac,~.e..ss_or_haul..roads.join_that,right-0f-way;,,or
<br />{B)__.__.__.._Relocation_the_public_road,
<br />(vi) Drawings and specifications for any stream fords oronosed for use as temporary
<br />contraction routes.
<br />(vii) The plans and drawings for each haul road and access road shall be prepared by, or
<br />under the direction of, and certified by a qualified, registered professional engineer, experienced in the design and
<br />construction of roads, as meeting the requirements of this rule; current, prudent engineering practices; and the
<br />design criteria of 4.03.1 and 4.03.2.
<br />RESPONSE
<br />Five types of roads will be utilized for the surface facilities; namely, 1) access/haulroad, II) haulroad, III) access
<br />roads, IV) east/west ramps to the portal area and V) light-use roads such as those to the powerline substation.
<br />Locations of roads are shown on Map 24, Surface Facilities; Map 26, Fish Creek Borehole Area Facilities and
<br />Access Road; Map 29, Reclamation; And Map 39, Substation and Powerline Location.
<br />I. Access/Haulroad
<br />The access/haulroad is shown on Map 24, Surface Facilities and Map 24A, Road Location and Classification . The
<br />access/haulroad was constructed with a minimum of 36 inches of compacted road fill topped with a 12 inch gravel
<br />based and 6 inches of gravel surfacing. The road fill consists of mine spoils, contains less than 25 percent rock
<br />larger than 6 inches and was spread in successive uniform layers not exceeding 12 inches prior to compaction. No
<br />lifts were superimposed on the previous layer until the design density was achieved throughout the layer. Fill
<br />material was not dumped in final position, but was bladed for proper compaction.
<br />Posted vehicle speed on the access/haulroad will not exceed 30 mph. However, the horizontal alignment has been
<br />determined based on a 40 mph design speed for safety reasons. Horizontal and vertical alignment have been
<br />carefully_ coordinated so that no horizontal curve begins or ends at the crest or sag_of a vertical curve and in such a
<br />.manner as to control erosion, simplify drainage design, maximize safety and environmental protection.
