• VI. Other LiEht Use Roads <br />In addition to the above light use road a number of other roads of this classification are located around the property. <br />The other roads include the following: Low Quality Coal Stockpile Road, West Gate Road, Fish Creek Borehole <br />Road, Escape Shaft/Borehole Site Road, EMD Dewatering Borehole Road and Lieske Substation Road. All of <br />these roads are shown on Map 24A and have been designed and constructed in conformance with Rule 4.03.3. <br />General <br />No bridges are planned with this permit revision application. All culverts with an end area of less than 35 square <br />feet will be designed to pass at a minimum the 10-year, 24-hour event. Should a culvert with an end area greater <br />than 35 square feet be needed, it will be designed to safety pass the 20-year, 24-hour event. The culverts have also <br />been designed and constructed to sustain the vertical soil pressure, the passive resistance, and the weight of the <br />vehicles using the road. Trash racks and debris basins will be installed where needed to avoid plugging, collapse, <br />and erosion at the inlets and outlets. <br />Culverts for road surface drainage were installed as specified in Rule 4.03.2(4)(e)(v). These culverts have an end <br />area of less than 35 square feet, are designed to carry at a minimum the flow from a ] 0-year, 24-hour event, cross <br />the road at not less than a 30 degree angle, and will be protected at the inlet and outlet by rock riprap, if required. <br />The culverts are covered by compacted fill to a depth of at least 1 foot. <br />No natural dtainage channels will be altered with this permit revision application. All natural drainage channels <br />will be crossed using culverts of adequate size so as not to affect the normal flow or gradient of the stream. <br />Drainage from the access/haulroad will meet the requirements of Rule 4.05. The roads have been conswcted and <br />will be maintained to minimize erosion. The water-control systems have been designed to safely pass at a <br />• minimum the peak runoff from a 10-yeaz, 24-hour precipitation event. <br />Cut slopes will not exceed the above specified standards. Temporary check dams, diversion ditches, etc., were built <br />as required during road construction to maintain water quality standards throughout the construction period. All cut <br />slopes will be seeded to aid in establishing vegetation and to minimize erosion. <br />All vegetative material and topsoil will be removed from all embankment foundations during construction to <br />increase stability. Topsoil was and will be stockpiled in accordance with Rule 4.06.3 for use in final reclamation <br />operations. Embankments are not steeper than 1v:1.5h. <br />All embankment slopes have been mechanically stabilized and will be seeded to aid in establishing vegetation and <br />to minimize erosion. Mechanical stabilization consisted of furrowing and "cat-tracking". The stabilized slope will <br />be broadcast seeded during the first appropriate planting season. <br />Unless otherwise approved by the DMG, Twentymile Coal Company will reclaim all roads following the <br />conclusion of mining activity. Natural drainage patterns will be restored with all culverts removed. The roadbed <br />will be rounded and shaped to blend with the surrounding topography. The area will be topsoiled and revegetated <br />to meet the requirements of Rule 4.15. <br />The transport system of the Fish Creek Tipple operation consists of a railroad spur, haulroad, access roads, and light <br />use roads.
