to the surface of the road. This material is to be placed in lifts and compacted as per the requirements of Rule <br />4.03.2. The location of the road is shown on Map 24A. <br />• Pond D <br />The short segment of access road runs on the southwest side of Pond D between Haulroad B and Refuse Pile haul <br />road off of the northeast nose of the refuse pile. During 1996 additional surfacing materials were placed on the <br />road, which consisted of approximately 6 inches of pit run gravels and 4 inches of Class VI base course. <br />Monitoring of the road indicates that it is functioning effectively and in conformance with the performance <br />standards. This work was not considered to be a reconstruction of the road. <br />Rock Dust Tank, Scale, and FCM No.l Access Roads <br />All of these are existing roads and are monitored to determine if additional surfacing material is needed to maintain <br />compliance with the applicable regulations. <br />Batch Weigh/Loadout Building Access Road <br />A new access road for construction and utilization of the batch weigh/loadout building will be established east of <br />the Tipple 2 product pile site and north of the existing overland conveyor (see Map 24). The access road will be <br />designed and constructed in accordance with the design requirements of Rule 4.03.2. The access road will roughly <br />parallel the overland conveyor for a distance of approximately 390' east of the existing Tipple 2 loadout stockpile <br />and terminate at a point south of the location of the batch weigh loadout building. Following construction, <br />sediment control for the new access road area will be provided by the existing rock filters and vegetative filers <br />currently established for the area. <br />• Approximately 1,500 yards of excess fill will be generated from the excavation work required to establish the <br />access road. The material generated will be utilized as permanent fill in the relocation of County Road 27, as <br />detailed in TR-19. TCC will replace an equivalent volume of material at the access road site during final <br />reclamation. The replacement material will consist of spoil obtained during regrading operations in the area south <br />of the existing portals and associated facilities at the Foidel Creek Mine. The volume of replacement material <br />potentially required (maximum 1,500 cubic yards) will have no discernible impact on the final regrade <br />configuration proposed for the source area described. <br />Topsoil from the access road route will be removed and stockpiled in accordance with Rule 4.06. Approximately <br />770 yards of topsoil will be added to existing topsoil site SF-6 (refer to Map No. 29). <br />Batch Weigh/Loadaut Haulroad (Minor Revision NO.Ol-174) <br />The Batch Weigh Loadout Haulroad was originally approved in technical revision number 97-30 on November 24, <br />1997. This minor revision merely reflects a relocation of the road, which shortens it and decreases the wetland area <br />to be crossed. The same road and culvert design approved in TR 97-30 will be used in constructing this road. <br />Therefore, no new design will be presented for the road, except as provided in exhibit 48-1. This exhibit merely <br />provides for not placing as much geo-grid under the road section due to the relocation from a lower corridor to a <br />more upland one and verification of the amount of material needed to construct the road. <br />The haulroad is required for access to the batch weigh/loadout facility to enable clean up of spilled coal and general <br />maintenance of the area. The road will tie in to existing Haulroad C, cross Foidel Creek, and run along the toe of <br />Pond C to the batch weigh/loadout facility. The road will have a 30 foot top width and be approximately 550 feet <br />in length. Prior to entering the batch weigh loadout a 40 foot length of road with a 30 foot top width and 20' radii <br />• will be provided for turning around. The haulroad has been designed in accordance with Section 4.03.1(3) to <br />support a fully loaded haul truck. <br />MR O1-174 2.05-72 09/26/01 <br />
