The roadway foundation and gravel thickness were designed based on <br />the soil properties and method outlined in the Bureau of Mines Information Circular, iC 8758, <br />"Design of Surface Mine Haulage Roads - A Manual". The gravel base was spread and <br />compacted to 95% of AASHTO T-180, and is 12" thick. The gravel surfacing was spread and <br />compacted to 95% of AASHTO T-180, and is 6" [hick. <br />The haulroad was surfaced with gravel to form a durable road surface. The gravel characteristics <br />conform to follow the specification: <br />Screen Size Material Passive <br />1!h inch 100% <br />1 inch 75-95% <br />3/8 inch 40-75% <br />No. 4 mesh 30-60% <br />No. 10 mesh 20-45% <br />No. 40 mesh 15-30% <br />*No. 200 mesh 5-1 S% <br />*The haulroad was constructed according to the technical revision to permit C-82-056, approved <br />April 16, 1984. Certification for the Haulroad is contained in Exhibit 25, As-built Certifications <br />of Access/Haulroad and Haulroad. <br />Twentymile Coal Company will only continue to use a small segment of Haul Road A. This <br />segment is from the tipple to its' intersection with Haul Road C. Haul Road a was previously <br />• approved and certified in Colorado Yampa Coal permit number C-81-071 (formerly 179-77). <br />This information for Haul Road A is presented in Exhibit 250. <br />The existing Haul Road B, between Tipple 2 and the coal stockpile area at Twentymile Coal <br />Company, will be rerouted as shown on Map 24. The road, if it is to be used to transport coal, <br />will be reconstructed in accordance with the requirements in Rule 4.03. <br />Eastern Extension of Haul Road B <br />The eastern extension of the haul road is located immediately north of the refuse pile. The design <br />for the road is presented in Exhibit 25p. <br />Haul Road B Relocation <br />The relocated haul road is located out of any perennial or intermittent stream and any ephemeral <br />stream with a drainage area over 1 square mile. <br />As shown on Map 30A, the road meets the vertical alignment criteria. The road will be <br />constructed on spoil material that will be used to fill in a low area. This is a previously disturbed <br />area, and as such no topsoil is within the site. As can be seen from the maps the area has very <br />little topographic relief, therefore the lifts will not be required to be keyed into the side slopes. <br />Spoil material will be used to construct the fill. Organic material will be removed from the spoil <br />and [he spoil will be compacted in lifts. The lifts wi{I not exceed 36 inches in depth.
