<br />EXHIBIT C <br />UPLAND GRAVEL <br />MINING PLAN <br />1.) DEPOSIT EXTRACTION: <br /> <br />The gravel depth is variable due to the eroded surface of the deposit which is estimated <br />to be 28 feet thick at the highest point. Very little or no overburden or top soil exists on <br />the site which could be used for reclamation. The underlying Mancos shale will be <br />exposed when the gravel deposit is removed and shall be re-conditioned to support re- <br />vegetation. <br />Extraction will begin in Unit 1 in the Fall of 2001, at the lowest elevation of the deposit <br />near the end of 35 Road extension and proceed uphill in 30,000 ton units to the <br />Northeast through Unit 7 to the end of the deposit at a point approximately 560 feet <br />East of 35 Road and 290 feet South of D 1/4 Road. A natural berm of gravel (Units 8 <br />and 9) separating the pit from view and buffering existing and proposed residences <br />sites will be left in place for the very last extraction estimated to be in 2010 or earlier. <br />A two (2.0) acre stockpile and storage area (180'x350') with scales and a sales office <br />will be located in unit 1 and 2 adjacent to the extension of 35 Road and will be left <br />graveled and un-reclaimed for the life of the pit. Re-vegetation shall take place on the <br />remainder of the mined area in 2.0 acre intervals within 6 months of completion of <br />excavation. The re-vegetation shall be guaranteed for a period of three years or until <br />firmly established. No more than four (4) acres shall be un-reclaimed at any time <br />during the life of the pit. <br />The estimated life of the deposit which contains an estimated 257,000 ton shall be four <br />(4) years @ 70,000 annual ton extracted to nine (9) years @ 30,000 annual ton <br />extracted. The actual life of the gravel extraction operation will depend on the demand <br />for the construction materials. The Denison Pit located Southwest of this site has been <br />in operation since 1984 (16 years). <br />An access road 22 feet wide and 75 feet long to the site will be directly to the paved <br />intersection of 35 Road and Upland Road. <br />Dust from haul roads and mine area shall be suppressed with water trucks and/or <br />sprinkling systems as needed with water from the storage pond. <br />Erosion control ditches shall be constructed at the gravel contact line with Mancos <br />Shale and routed to a water impoundment basin (Part of Unit 1 & 2) to insure there will <br />be no discharge of storm water or sediment from the site. <br />Extraction will be done with an excavator and loader. <br />
