Mount <br />Senior Environmental Protection Specialist <br />Division of Minerals and Geology <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />RECEIVED <br />JUL 18 2003 ~ <br />Division of Minerals and Geology <br />Dear Mr. Mount: / / <br />This letter refers to the Haldorson Sand and Gravel Mine application, M-2003-037. <br />I have a background in farming and construction work, and I have questions and concerns about <br />this application. <br />To begin with, the application does not have sufficient information forme to clearly determine if <br />there will be enough fill material to reclaim the land to the depths shown on the reclamation map. <br />When I tried to figure what amount of fill would be needed, I came up with an additional half a <br />million cubic yards of offsite material needed to reclaim the land to the depths proposed in the <br />reclamation plan. I think the applicant should be required to carry a bond to provide additional fill <br />material from off the site. <br />Also, looking at the application it is not cleaz whether the Table U 1 refers to reclamation costs to <br />reclaim the land as rangeland or as cropland. As cropland the six inches of topsoil isn't enough to <br />make it land that will grow crops, and leaving it as two separate pits that don't drain isn't going to <br />work as cropland, either. I have installed septic systems on Spring Creek Mesa and found a high <br />water table in several places. I doubt that a pit this deep will be dry during the summer months. <br />The applicant states that there will be concurrent reclamation but also states that Phase 1 and the <br />northern part of Phase 2 will not be reclaimed until the end of the project in at least 21 years and <br />maybe longer depending on the mazket for gravel. Which is it, concurrent reclamation or <br />reclamation in Phase 6? <br />I would say this application needs a lot more information in it and some proof to back it up. <br />Sincerely y~o,(u~rs~ r'r <br />Delmar G Wiesner <br />
