The t~eotechnical investi¢ation shall be planned and sucervised by an engineer or enp,~neering_geologist. <br />according to the following: <br />(i)..__.________The, numbe ,_location,_and_depth_of borings and_test.pits.shall_be_determined_using <br />(ii) The character of the overburden and bedrock. the proposed abutment sites_ and any <br />adverse geotechnical conditions, which may affect the particular dam. embankment, or reservoir site, shall be <br />considered. <br />(iii~.,______All._springs,_seepage.,._and..ground water flow_observed_or_~nticipated._during_wet <br />periods in the area of the proposed dam or embankment shall be identified on each plan. <br />(iy)...,._,_An_analysis._shall. be_made_of the_engineering_safety._an~_envirpnmental..protection <br />factors to_allow for_the posslbdity of mudflows, rock-debns_falls Qr_other landslides mto_the dam embankment,_or <br />impounded material, <br />RESPONSE <br />Presently, TCC plans to construct a coal preparation plant late in 1994 and 1995, with an anticipated start up of <br />May 1, 1995. The proposed preparation plant will process low quality coal, which includes, low quality presently <br />stockpiled or that which may be produced during future mining. The resulting clean coal will be stockpiled in the <br />preparation plant azea and then placed on the overland belt for transportation to the tipple. <br />>n the interim period a low quality coal stockpile will be constructed on top of the existing waste rock disposal site. <br />This coal will be processed through the plant and provide a product with approximately 10% ash It is anticipated <br />the plant will operate at a 60 - 65% efficiency rate. The clean coal will be place onto the overland conveyor belt <br />and conveyed to Tipple 2. The coal will then be processed through the tipple and placed in the coal stockpile and <br />shipped to Twentymile customers. TCC will also initiate site grading, road relocation, drainage <br />construction modification, and other necessary site preparation activities prior to construction of the preparation <br />plant construction. <br />It may be economical, however, in the future to retrofit a centrifuge drying operation or other appropriate facilities <br />into the crushing and screening building, shown on Map 24, Surface Facilities, or at other appropriate locations. <br />The economics on whether to proceed with a centrifuge drying operation depends on how well underground water <br />can be kept out of the mining face. Operational experience to date indicates underground water control measures <br />will be adequate. <br />If a centrifuge dewatering facility is retrofitted in the future, the coal processing waste from the centrifuges would <br />most likely be piped to a treatment pond constructed and operated in accordance with these rules under an approved <br />permit. <br />At this iime, Twentymile Coal Company does not intend to install a coal processing or coal cleaning plant at the <br />Fish Creek Tipple operation. <br />9) Underground Developmental Waste <br />A narrative_and_appropriate_maps_and_cross-sections„prepared_to_meet_the_standards_9f 2,,10,_describing the <br />proposed drsposal._methods .and, srtes for..placing_unde~round_deyelopment_waste and excess spoil_generated.at <br />• <br /> <br />Permit Renewal No. 3 2.05-91 03/06/00 <br />
