Based upon final location in the field it may be necessary to level an area for the rig. If this is required the topsoil <br />will be salvaged and placed to the side of the pad. The site will then be leveled to allow for safe operation of the <br />rig. Upon completion of the boring the pad will be regraded to blend in with the existing topography and the <br />topsoiled. The site will be seeded with Colorado Yampa Coal Company's (permit C-81-071) approved pastureland <br />seed mixture. <br />The test pits will be excavated utilizing a backhoe. It is anticipated the test pits will be approximately 15 - 20 feet <br />in depth. The excavated material will be placed next to the pit, and after testing and observations within the pit are <br />completed, the test pit will be backfilled. Sufficient vegetation should be available that the test pit will not require <br />seeding. [f seeding is necessary the above referenced pastureland seed mixture will be utilized. <br />Discussion relative to the coal handling structures at the Fish creek Tipple can be found on page 2.05-33 of the Fish <br />Creek Tipple/Loadout Appendix, Volume VIII. <br />12ai1 Car O[i Loadina Site <br />Loaded train cats must occasionally be unloaded in order to meet weight restriction requirements imposed by the <br />rairoad. Front-end loaders are utilized in these instances to remove coal from individual cars identified as being <br />overloaded. To the extent possible, coal from overloaded cats is redistributed to cars with remaining capacity. In some <br />instances, however, redistribution is not possible and coal must be temporarily placed on the ground. <br />Unloading operations typically occur at the hauUoad B rairoad crossing where equipment access to the tracks is <br />available. Typically, unloading operations occur on the north side of the tracks. TCC will install a push wall at this site <br />to facilitate the cleanup of coal in those instances where temporary ground storage is required. The push wall will <br />consist of pre-formed concrete traffic barriers strategically placed to provide a backstop against which equipment can <br />• operate to retrieve coal. <br />Additional measures will be implemented at this site to minimize sediment contributions to the adjacent Foidel Creek <br />stream channel. Drainage from the immediate area of the temporary coal storage site will be routed to an existing rock <br />filter as depicted on Map 24 and berms will be maintained at the site to ensure the rock filter is not bypassed. Buffer <br />zone signs will be erected at the site to ensure that personnel operating equipment in the area aze aware of Foidel Creek. <br />Lastly, excess coal accumulations resulting from unloading operations will be removed in a timely fashion. <br />A second off-loading point will be established at the railroad crossing located just south of the Foidel School House. I- <br />beams will be driven into the ground at this point with boards attached to create an Lshaped push wall. Pre-formed <br />concrete traffic barriers will be placed in front of this wall to provide a backstop against which equipment can operate <br />to retrieve coal. Approximately 25 yards of compacted fill will be placed on the railroad track side of the I-beam <br />structure to provide a level surface for the off-loading and coal cleanup operations Bonding modifications to address the <br />removal of this stnrcture are presented in Appendix A, Volume IA.
