It is proposed at present the water rights be allowed as sufficient <br />for the 59 acre project and a stipulation placed on the mining that <br />a lake surface greater than 59 acres cannot be exposed until the <br />operator provides proof of additional water rights to cover the <br />mining. The permit is binding on an operator to comply with <br />Colorado Water Law so this should provide adequate protection to <br />the State. <br />There will be some slight evaporative losses incurred from the <br />dewatering trenches. This amount is less than one acre-foot and <br />will be covered in the dewatering well permits that have to be <br />obtained from the State Engineer's Office. <br />In summary, the total consumptive use losses during mining will be <br />14.9 acre-feet per year and the post reclamation consumptive uses <br />wi:11 be approximately 167.8 acre-feet. <br />Stormwater Runoff <br />The majority of contaminants that occur from a sand and gravel mine <br />are either sediment, oil or grease. The proposed mining operation <br />wi:L1 use the following measures to protect the area from pollution <br />due to stormwater runoff. <br />Topsoil and overburden stockpiles will be located in general <br />alignment with the Poudre River to minimize erosion during a major <br />flood. Small erosion control ditches will be carved around each <br />stockpile to contain any minor erosion that may occur. Straw bales <br />will be staked in minor swales that outlet from the property to any <br />drainage ways. <br />Internal drainage from the property will be routed to the open pit <br />and the dewatering trenches. This water will then run through the <br />dewatering pumps to sediment control ponds and finally will be <br />discharged to the Poudre River. <br />Oil. and grease occurs mostly from equipment stored on site and fuel <br />storage. The operator will have an approved materials containment <br />plan in place for all above ground storage of fuels. No <br />underground storage of fuel is planned. In addition, equipment <br />will be stored in a maintenance yard. Oil and grease will be <br />controlled through maintenance of equipment, and the use of drip <br />pans for oil leaks prior to repair. Discharges from the property <br />area required to meet the standards of the NPDES permit. All waste <br />oil will be hauled from the property and disposed of at licensed <br />facilities. <br />G-5 <br />
