I. LEGAL, FINANCIAL, COMPLUINCE AND RELATED INFORMATION <br />Blue Mountain Energy, Inc. (BME) operates an underground coal mine, the Deserado Mine, on federal coal <br />leases which BME controls in Rio Blanco County, Colorado. BME operates this mine under Colorado <br />Division of Minerals and Geology permit No. C~1-018. Figure I-1 is a general location map showing the <br />permit area. The first mine permit was issued on July 27, 1981 for an eight-year term, three years for <br />construction and five years for operation. The permit was renewed on July 27, 1989 and July 27, 1994 for <br />Western Fuels-Utah, lnc. as pertnittee. The name of the pertnittee was changed on October 16, 1996 to <br />Blue Mountain Energy, Inc. There was also a change in the management of BME.
