SAN JUAN REGIONAL
PLANNING COMMISSION
Post Office Box 250 Silverton, Colorado 81433
Telephone (970) 387-5522 Fax {970) 387-5583
E-Mail: bksilverton@frontier.net
June 29, 2005
San Juan County Board of Commissioners
P.O. Box 466
Silverton, C0.8i433
Dear Commissioners,
During our regulaz meeting of June 28, 2005, the Planning Commission reviewed the letter to
you from the County Historic Impact Review Board regarding the historic impacts of the
proposed Clark gravel pit on the French Placer. The railroad bed for the historic Silverton
Northern Railroad is a prominent feature on the property and is located very near the proposed
pit. We, as did the Historic hnpact Review Board, also support the continued protection of the
historic railroad bed for the Silverton Northern Railroad. As you know, this bed was \
identified on the San Juan County Trails Plan you adopted on June 9, 2004.
The Planning Commission concurs that the gravel operation and the accompanying truck
traffic should avoid the railroad bed and be located far enough away from the grade to prevent
any damage to the bed slope. A previous improvement permit application, Permit #270,
which was located on a more northerly extent of the French Placer, was also reviewed with
careful consideration of protecting the historic railroad grade. On that property, the railroad
grade is located approximately 300 feet from the chosen building site. The applicants, Joe
Jepson and Cheryl Meadows assured the County that they had no intention of disturbing the
bed (see attachments). The application was subsequently approved in Mazch of 2000.
Thank you for your consideration in this matter.
rely,
1 ~ ~~s ~~'r.4.a,
Klinke
San Juan Regional Planning Commission
