6.3.3 EXHIBIT C -Mining Plan <br />The mining plan indicates that topsoil stockpiles will be seeded with "a fast growing <br />mixture of forbs and proso millet" for stabilization. If the stockpiles were to remain in <br />place for less than a year this mix maybe adequate, however, review of the plan seems to <br />indicate that the stockpiles could easily remain in place for longer than a yeaz, <br />particularly the initial stockpile to open up the mine. As a result, the "temporar}~' seed <br />mix should still consist of perennial grasses, preferably easily established and fast <br />growing varieties, such as western wheatgrass, intermediate wheatgrass, fairway crested <br />wheatgrass, pubescent wheatgrass, smooth brome, etc. These species will provide a fast <br />establishing and perennial cover on stockpiles that will be in place for longer than one <br />yeaz. <br />6.3.4 EXHIBIT D -Reclamation Plan <br />The reclamation plan is generally adequate with the exception of the reference to utilizing <br />natural hay as mulch. This should be revised to state that "NOXIOUS WEED FREE" <br />hay or straw will be used as mulch. Also, the proposed seed mix must be included in this <br />section or clearly referenced if included in another section. It is assumed that the seed <br />mix included in the NRCS attachment is the proposed seed mix. If so, that mix would be <br />acceptable. In addition, livestock should be excluded from the azea during initial <br />vegetative establishment, typically during the first two growing seasons. <br />6.3.5 EXHHiIT E -Map <br />This section is adequate as submitted. <br />6.3.6 EXHIBIT F -List of Other Permits and Licenses Required <br />This section is adequate as submitted.
