Vecchi, AICP ~ APR 0 5 2006 <br />RE: Riverbend Use By Special eview Application <br />DATE⢠March 28, 2006 Wuisieu of Mimi"~° alp Seology <br />Attached please find revised maps for the Riverbend Use By Special Review Application. As you <br />may recall from your previous review ofthis application, Riverbend is a proposed mineral resource <br />development facility including a concrete and asphalt batch plant, concrete casting facility, recycling <br />plant, materials blending, import of materials and gravel mining. The site is located in Weld County <br />south of State Highway S2, east of Weld County Road 23, north of Weld County Road 6, and west of <br />State Highway 8S. Since you last reviewed the application, some changes have been made to the <br />application that we wanted to bring to your attention for review prior to the Public Hearing on this <br />application. The changes are outlined below: <br />1. The boundary of the area included in the application has changed to remove the two <br />northernmost parcels that were owned by the Freda L. Dreiling Living Trust (parcel <br />146901000021) and D&S Mining (parcel 146912000037). This change decreased the overall <br />acreage of the site by 671 acres so that the total area being permitted is now 1,1521 acres. <br />2. As a result of removing these two parcels, there will no longer be access to Riverbend off of State <br />Highway 52. Instead, access will be taken off of Weld County Road 23 at Weld County Road <br />10. <br />3. In response to the boundary change, a trail that was originally planned to go through the project <br />up to Highway S2 has now been rerouted to loop through the property and connect to County <br />Road 23 via County Road 10. <br />4. Cell 5 in Phase 5 was reconfigured to change an open water pond into an augmentation recharge <br />pond. <br />5. In response to floodplain concerns, a berm south of the proposed water storage pond in Cell 1, the <br />Plant Area was split into two separate berms to allow for the flow of water. <br />6. Two water storage ponds in Cell 1, the Plant Area were combined into one large pond. <br />7. Technical changes that were made in conjunction with the Division of Minerals and Geology <br />(DMG) permit are included in this revised set of maps. <br />8. Note 17 of the Development Standards has been modified to state that the hours of operation will <br />comply with Section 23-4-290 of the Weld County Code. <br />9.
