Finish Grading . A cost has been estimated to finish grade the area with wheeled
motor graders. This was based on CDMG estimated time frame of 81.1 hours.
Rill and Gully Repair. A cost to conduct the rill and gully repair (including
sediment ponds) has been included in this estimate. It has been assumed that
this task could be handled with a Cat D3C Dozer every two years and would
continue for the 10 year liability period.
Fleet Determination
Once the volumes for the various phases of reclamation were determined, the
number of shifts, hours per shift, equipment types, operator/operating
efficiencies, support equipment, and overall reclamation time span, all of which
ultimately affect mobilization and demobilization, had to be determined. The
following discussion provides the considerations utilized in determining the
equipment fleet needed.
Production Shifts. Keeping with current practice locally, one shift per day was
used for this estimate. Using one shift per day would allow for preventative
maintenance and minor equipment repair to occur on second shift, if needed.
Shifts were based on an eight-hour period per shift and a series of job
condition correction factors were built into the production estimate.
Equipment Types. The types of equipment selected were based on similar type
equipment presently operating in or around Routt County. Whenever possible,
Caterpillar equipment was used for reclamation due to widely published
information regarding costs and performance. All equipment costs were taken
from those provided by CDMG. Please see appropriate worksheets in Attachment
23-1 for a list of all cost factors. Equipment performance was based on
Caterpillar Handbook No. 29, or otherwise as noted.
Equipment and operator performance factors were based on generally published and
accepted criteria (see individual worksheets).
Operator wages were all based on information supplied by CDMG.
TR-07 5 Revised 03/06
