Bonding Summary
The bond calculation information presented above estimates that the Loadout
facility reclamation liability is $1,079,261. The reclamation costs do not
include salvage value for any of the structures even though the structural steel
has significant salvage value. In addition, the railroad rail and wooden ties
also have a salvage value.
In May 1993, as part o£ the original permit approval process, HGTI posted a
Corporate Surety in the amount of $696,724 to cover the original reclamation
liability for the Loadout. A surety rider, in April 1996, amended the corporate
surety to $862,120. A second corporate surety, in the amount of $113,641, to
cover additional liability identified by CDMG in RN-02 (February 2003) was
submitted to CDMG in May 2003. Following RN-02, CDMG holds $975,761 in
reclamation bonds foz the Loadout facility.
The CDMG revised the reclamation liability, presented above, as part of TR-06 in
May 2005. Tha second surety rider, in the amount of $103,400 was added in May
2005 to cover this additional reclamation liability. With the addition of this
second surety rider, the CDMG holds $1,079,161 in reclamation bonds, which is
equal to the revised reclamation estimate calculated by CDMG during the TR-06
review process.

TR-07 10 Revised 03/06
