1 1
L_~
CHAPTER 23
BONDING
Introduction
The purpose of this section is to provide a reclamation cost estimate, with
supporting documentation, for determining the reclamation performance bond for
lands disturbed at the Hayden Gulch Loadout facility. This document will
provide information regarding all disturbed lands within the proposed permit
boundary. The amount of bond required was developed assuming that the bond
would be forfeited and the CDMG would assume the reclamation liability. The
bond calculation was developed by CDMG during their adequacy review of Technical
Revision No. 6 (TR-06), which was approved by the CDMG in June 2005.
The CDMG's calculations, costs, and backup documentation for all disturbed lands
and facilities are located in Attachment 23-1 Hond Estimate Worksheets.
Reclamation Cost Categories
Experience in reclaiming lands has shown, for the purpose of estimating costs,
contract reclamation activities can be grouped into the following categories:
Direct Costs
1. Backfilling and grading
2. Topsoil replacement
3. Revegetation
9. Facility reclamation
I•
Indirect Costs
1. Mobilization and demobilization
2. Engineering redesign fee
3. Contractor profit and overhead
4. Reclamation management fee
5. Public liability insurance
6. Contractors performance bond
TR-07
1
Revised 03/06
