PART 1
Pagc No. 5
Pcrtnit No. COG-850000
EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
Effluent Limitations
b. Post-Minine Outfalls
Post-mining limitations may apply to outfalls serving surface areas, which have been returned to the requred contour and on which
revegetation (specifically, seeding or planting) work has commenced. The perminee may request consideration for change from
active mining limitations to post-mining ]imitations when these conditions have been met.
POST-MINING PRIMARY LIMITATIONS
"" " ;Parameter
_. ~- • . ~' Lrinitation

~ ~ ~ ~~
Flow,MGD Repori
'Settleable Solids, ml/1 0.5
pH, s.u. 6.5-9.0
Oil and Grease, mg/1 10
Total Dissolved Solids, mg/1•• Report
Total Phosphorus (as P), mg/1••• Report
POST-MINING ALTERNATE LIMITATIONS
Any discharge or increase in the volume of a discharge caused by precipitation within any 24-hour period Rreater than the 10-vear,
24-hour~recinitation event (or snowmelt of equivalent volume) may comply with the following limitations --subject to burden of
proof requirements described in Part I.B.I.d).
N `Pazameter i _ n>~z._._ r ';,r[ , , '..-w° ,
Flow, MGD Repori
'Settleable Solids, ml/I Report
pH, s.u. 6.5-9.0
• Oil and Grease, mg/1 ] 0
Total Dissolved Solids, mg/1•' Report
?oral Phosphorus (as P), mg/1••• Report
"If discharge is to land, TSS and settleable solids monitoring is waved. Genera] Limitations -Active and Post-Mining Outfa]]s
1) There shall be no discharge of sanitary wastewaters from toilets of related facilities.
2) There shall be no discharge of floating solids or visrble foam in other than trace amounts.
3) There shall be no ]and application of wastewater other than for dust control.
4) No chemicals shall be added to the discharge unless the Division grants specific approval
d. Burden of Proof Reouirements
The pemtittee has the burden of proof when requesting relief from total suspended solids (TSS), total iron, total manganese, and/or
settleable solids limitations. Relief shall be granted only when necessary and shall not be granted when the permittee has control
over the discharge. The permittee should endeavor to meet the primary ]imitations whenever possible. The Division shall have final
authority in determining whether relief is granted.
1) For rainfall, to waive TSS, total iron, and total manganese limitations, it is necessary to demonstrate that discharge occured
within 48 hours after measurable precipitation has stopped. To waive settleable solids limitations, it is necessary to prove that
discharge occured within 48 hotus after precipitation greater than the ]0-yeaz, 24-hour event has stopped.
2) For snowmelt, to waive TSS, total iron, and total manganese ]imitations, it is necessary to demonstrate that discharge occured
within 48 hours after pond inflow has stopped. To waive settleable solids limitations, it is necessary to prove that discharge
occured within 48 hours after pond inflow volume greater than the ] 0-yeaz, 24-hour event has stopped.
• The Division shall determine the adequacy of proof. As part of this determination, the Division shall evaluate whether the permittee
could have controlled the discharge in such a manner that primary limitations could have been met. All manual dewatering ofponds
that aze equipped with automatic dewatering systems must meet TSS, total iron, and total manganese limitations. If a pond has only
manual dewatering capability, relief is available only to the extent required to regain necessary stability and capacity,
See Part LC. for Defmitions
