(LPEA) has reviewed a brief narrative and plat entitled <br />"AGRI-DLD, LLC, Pre-Mining & Mining Plan -Exhibit `C"' addressing the referenced project. <br />LPEA has an existing high voltage, overhead 115 kV transmission power line traversing the <br />property, as reflected on the plat. <br />In theory, we have no objections to the project, however we do have concerns about possible <br />damage to the line and, more importantly, the risk of injury or death to truck drivers and <br />equipment operators crossing under the line. As we understand the proposal, the primary access <br />to and from the site will enter the property near its northeast corner, well away from the power <br />line. However, a second access from the south will cross directly under the line. The exact <br />location of this road has not been provided. At mid-span, this line is as low as 27' feet above the <br />ground. West of mid-span, close to the existing power pole, this clearance increases to 40+ feet. <br />Before LPEA can give its concurrence to this project, we must be provided with the exact <br />location of this road and details of any gt'ade changes under the power line to construct the road <br />or other' improvements. In addition, the applicant should provide LPEA with the highest, worst <br />case height of any trucks or equipment that could conceivably cross under the line. In the case of <br />dump trucks, [his measurement should be with the bed in [he up position. Upon being provided <br />with Chis data, LPEA will then be able to confirm if the proposal meets National Electric Safety <br />Code, Rural Utilities Service, and LPEA safety requirements. If not, raising of the line will be <br />required, which will be done at AGRI-DLD expense. <br />In any event, LPEA will require AGRI-DLD to install large, well [narked signs on the road <br />approach north and south of the power line stating something to the effect of: <br />"CAUTION-OVERHEAD HIGH VOLTAGE POWER LINE.
