• Attachment 2 <br />Attachment 2 answers the following comment on page 17: <br />Section 2.05.6, Mitigation of the Impacts of Mining <br />Comment <br />A discussion should also be provided on the effect <br />of water depletion from the White River on threatened <br />and endangered species relations to the concerns noted <br />in the "Draft Environmental Impact Statement for the <br />Moon Lake Power Plant Project", Appendix 23, oage R-155. <br />Response <br />The U. S. Fish and Wildlife Service, in its letter of <br />December 18, 1980, ("Draft Environmental Impact Statement for <br />the Moon Lake Power Plant Project," Appendix 23, page R-155) <br />• expressed concerns regarding the effect of water depletion from <br />the White River on threatened and endangered fish. The Fish and <br />Wildlife Service stated, "It is our opinion, because of the small <br />volume of water that would be taken from the White River for the <br />mining activity, the effects would only be significant under low- <br />flow or drought conditions. However, we believe the withdrawal <br />must be viewed as an integral part of the overall MLP." <br />Paul B. Holden, president of Bio-West, Inc. and a recognized <br />authority on endangered fish, has stated that "The rather small <br />depletion caused by the proposed Moon Lake project would not <br />jeopardize the endangered fish by itself, but the cumulative <br />effect of this depletion and the other proposed upper Green River <br />• <br />7~..G -36a <br />
