• II. Background <br />The Ring <br />County, <br />has been <br />affected <br />193-acre <br />the Ring <br />expected <br />C-81-035 <br />Coal underground coal mine is located in La Plata <br />~olorado, 7 miles southwest of Hesperus. The mine <br />in operation since 1941. About 10 acres have been <br />by surface disturbance to date. Including the <br />permit revision area, the total permitted area of <br />Coal Mine contains about 1082 acres. Mining is <br />to continue for 30 years under Colorado Permit No. <br />and the approved mining plan. <br />The original mining plan for the Ring Coal Mine was approved <br />under the Federal lands program on May 20, 1982, for Federal <br />leases P-058300 and C-29125. With this mining plan action, <br />the mining plan area for the Ring Coal Mine will contain a <br />total of 602 acres, including the previously approved mining <br />plan area for Federal leases P-058300 and C-29125. <br />The underground mining operations utilize room and pillar <br />mining methods. The Menefee coal seam is mined at an <br />average production rate of about 175,000 tons per year. No <br />additional surface disturbance will result from this action. <br />A chronology of events related to the processing of the PAP <br />is included with the decision document. The information in <br />the PAP, as well as other information identified in the <br />• decision document, has been reviewed by Colorado MLRD staff <br />in coordination with the OSM Project Leader. During the <br />review of the PAP, no major issues were identified. <br />The public was notified of the availability of the PAP for <br />review by publication of newspaper notices for four <br />consecutive weeks, with a last publication date of <br />December 21, 1990. No public comments on the PAP were <br />received after the public notice was published. <br />Colorado MLRD determined that a bond in the amount of <br />$100,000 is adequate for the Colorado Permit No. C-81-035 <br />associated with this mining plan action. The bond ie <br />payable to the State and the United States. <br />The PAP submitted by NRC and updated through August 1, 1991, <br />Colorado MLRD's Decision and Findings of Compliance provided <br />to OSM under the cooperative agreement, the environmental <br />assessment of the proposed action and alternatives prepared <br />by OSM, other documents prepared by Colorado MLRD, and <br />correspondence developed during the review of the PAP are <br />part of OSM's adminias.rative record. <br />a and L.
