Recommendation <br /> I recommend approval, with a condition, of the King Coal <br />• Mine mining plan for Federal lease COC-49465. This mining <br />plan supplements the King Coal Mine mining plan for Federal <br /> leases P-058300 and C-29125 approved on May 20, 1982. My <br /> recommendation to approve the King Coal Mine mining plan is <br /> based on: (1) National Ring Coal, Inc.'s (NBC's) complete <br /> permit application package (PAP), (2) compliance with the <br /> National Environmental Policy Act of 1969, (3) documentation <br /> assuring compliance with applicable requirements of other <br /> Federal laws, regulations, and executive orders, (4) <br /> comments and recommendations or concurrence of other Federal <br /> agencies, and the public, (5) the findings and <br /> recommendations of the Bureau of Land Management with <br /> respect to the resource recovery and protection plan and <br /> other requirements of the Federal lease and the Mineral <br /> Leasing Act, and (6) the findings and recommendations by the <br /> Colorado Mined Land Reclamation Division with respect to the <br /> PAP and the Colorado State program. <br />Approval of this mining plan will authorize mining of about <br />1 million tone of Federal coal within 193 acres of Federal <br />lease COC-49465, as shown on the map included with this <br />decision document. A special condition is incorporated into <br />the proposed mining plan approval document to ensure that <br />the bond will conform to the requirements of the cooperative <br />agreement. The condition requires: <br />• Within 60 days after approval of the mining plan, the <br />operator shall submit to the Office of Surface Mining <br />
