jumps from the 5 percent range to a value of around 15 percent, there is a <br />potential for there to be a problem with cavern growth or stability. This <br />instability may lead to a failure that <br />affects overlying aquifers. At a minimum, there should be an <br />investigation of the potential causes of the change in balance and a summary <br />of the investigation in the quarterly report.
