<br />Memo to Harry Ranney <br />Daniels Residence Damage Report <br />page 2 <br />There is little information within Mr. Matheson's strongly worded opinion letter which would <br />a]low me to form an opinion regarding the credibility of his opinion. (1) The report documents <br />the condition of the structure on June 9, 1999. I assume this post-dates the blasting event(s) <br />aleged to have damaged the Daniels' residence. No reference is made to apre-blasting survey. <br />Without apre-blasting documentation of the stnicture's pre-blasting condition it is difficult for <br />me to develop an opinion regarding the interim impacts of blasting (or any other physical <br />phenomena) upon the structure. (2) No observations or technical comments are offered <br />regarding the rate or age of deterioration of the structure. (3) While comments are made <br />regarding the analysis of blasting records, no exerpts from any pertinent blasting records are <br />provided and no documentation of any analysis of those records is presented for my review. <br />I am familiar with Mr. Matheson's work, which is normally thorough and prudent. I suspect, <br />therefore, that his opinion is properly technically and emperically founded. However, the report <br />and opinion letter are inadequate to allow me the form an opinion regarding the propriety of Mr. <br />Matheson's unsupported opinion.
