Mr. Joe Oliver -2- October 24, 1984 <br />Areas disturbs by the crane may require specific repair techniques. The <br />actual channel~ntry point may require armoring to prevent increased erasion. <br />The applicant observes that areas immediately adjacent to the channel may not <br />support the crane, because of high moisture content. The applicant proposes <br />that a fill pad be placed in order to stabilize ground. Other alternatives, <br />such as metal plates or construction fabric should be considered as <br />stabilizers, in this instance. <br />As the applicant observes the US Army Corp of Engineers has been appropriately <br />contacted, in order to determine whether a 404 Permit is necessary. The <br />Division should condition approval of the technical revision upon the <br />applicant's obtaining an appropriate 404 Permit or documenting to the Division <br />that one was not required. Further, if a permit is not required, we should <br />condition approval of the technical revision to disallow ar~y disturbance <br />within the channel between the dates of April 1 and June 30th. In addition, I <br />also recommend that we require photographic documentation cf the proposed <br />affected area's condition prior to, and following, the disturbance. <br />When the applicant responds to these concerns, please forward their response <br />to my attention for supplemental review. <br />/fw <br />cc: Mike Long <br />Doc. 4882 <br />
