I'm <br />sorry I have not answered this letter sooner. After discussing <br />the problem with Mr. Frei and visiting the site, i have recommended <br />that Albert Frei and Sons monitor Stage L as it is for the next 4 <br />years, this is within the 5 year monitering period as outlined <br />in the reclamation plan approved by the Board. We think there is <br />enough seed in the fines deposited by the river to effectively <br />revegetate with native vegetation, such as Tamerix,willow, cottonwood <br />and various grasses. If this is the case the requirement of creating <br />a "diverse, effective, and long-lasting vegetation cover that is <br />capable of self-regeneration" will have been fulfilled and the <br />requirement to submit an amendment will be unnecessary.
