XX. Bonding - Rule 2.05.4(2)(b). <br />Information pertaining to reclamation costs as presented by Blue Flame can be <br />found in Section 2.05.4 of the permit application. The Division's <br />calculations of the total cost of reclaiming this site verify the total amount <br />proposed by the applicant. <br />With the posting of the 510,000.00 bond for the Blue Flame Coal Mine, the <br />applicant will be in compliance with the requirements of this section. <br />XXI. Sealing of Drill Holes and Underground Openings - Rules 2.05.4(2)(8) <br />an~~ . <br />Blue Flame has stated that there are no drill holes previously installed or <br />proposed to be installed for the proposed permit area. Therefore, the <br />requirements of this section are not applicable. <br />The applicant proposes to seal the mine portals upon abandonment of the <br />underground workings by backfilling the portal openings with material used to <br />create the mine benches and unusable sediment from the sediment pond. <br />Information pertaining to portal sealing can be found in Section 2.05.4 of the <br />permit application. <br />The applicant is in compliance with the requirements of this section. <br />XXII. Subsidence - Rules 2.05.6(6) and 4.20. <br />The Blue Flame Coal Mine has demonstrated that there are no renewable resource <br />lands overlying the area which will be affected by subsidence when the Blue <br />Flame Coal Mine is abandoned. The only renewable resource structure in the <br />vicinity of the proposed permit area is the Huntington Irrigation Ditch. This <br />ditch, which provides irrigation water to downstream users, is south of all <br />areas which may potentially be affected by subsidence processes at the Blue <br />Flame Coal Mine upon final abandonment. Therefore, no monitoring of the ditch <br />will be required. At the Blue Flame Coal Mine, the overburden Menefee <br />Formation is fairly shallow. Due to the documentation of the surface <br />expression of subsidence features at adjacent, abandoned mines, the applicant <br />has committed to a subsidence monitoring network. This network, which <br />consists of four subsidence monuments and a control point off the potentially <br />affected area, will be surveyed twice prior to potential disturbance from <br />mining operations. Furthermore, the applicant has committed to monitoring <br />this network on a quarterly basis and submitting to the Division a semi-annual <br />report as required by the Regulations Section 2,05.6(6). <br />The applicant is in compliance with the requirements of this section. <br />-23- <br />
