XII. Rule 4.12 Slides and Other Damage <br />No slides or other damage have been recorded at the site. <br />XIII. Rule 4.13 Contemporaneous Reclamation <br />Vaziances to contemporaneous reclamation, for the backfilling and grading of Pit A (completed) <br />and Pit B and for the current backfilling with fly ash, were granted during mining operations. See <br />Backfilling and Grading following. <br />XIV. Rule 4.14 Backfilling and Grading <br />CEC requested additional time for backfilling and grading following coal removal in a contour <br />strip mine. A detailed written analysis provided by CEC in accordance with Sec 2.05.4(2)(c) has <br />demonstrated that additional time was necessary. Therefore, the Division approved the additional <br />time [Rule 4.14.1(1)]. A variance was granted in February 28, 1989 to allow for use of the A and <br />B pits as fly ash disposal sites (Technical Revision 20). Flyash disposal is anticipated to last to <br />2010 (PAP, Sec 2.05.3, page 117). <br />The Division approved a minor modification of the general requirements of Rule 4.14.2 for <br />reclamation of Pits A and B to approximate original contour to accommodate the disposal of <br />flyash (see PAP, Sec 2.05.4, page 113). Slopes are slightly steeper to reduce infiltration to the <br />buried flyash. <br />XV. Rule 4.15 Revegetation <br />A. The approved revegetation plan emphasizes native species. <br />B.A sorghum mulch was approved as a means to meet soil stabilization requirements until <br />vegetation is re-established (PAP, Sec 2.05.4, page 115a). (Rule 4.15.4) <br />C. Approved methods to measure herbaceous cover and production, species diversity, <br />and woody plant density aze discussed in the PAP, Sec 2.04.10(4) Plant Community <br />Measurements (see also PAP, Sec 2.04.10). For this permit, there is no minimum density <br />(stems/acre) standard for woody plant reestablishment (PAP, Sec 2.05.4, page 116a). <br />These techniques include selection of sample locations using randomly-generated grid <br />coordinates, random determination of transect directions, and use of a stationary optical <br />sighting device to detemune hits. [Rule 4.15.7(1)] <br />D.
