V. Rule 4.05 Hydrologic Balance <br />A. Water Quality Standards and Effluent Limitations <br />1. The applicant has established drainage systems, Sediment Pond 2, and treatment <br />facilities to meet the effluent limitations of 4.05.2 and the applicable State and <br />Federal water quality requirements for downstream receiving waters. (Rule 4.05.2). <br />(PAP, Section 2.05.3, page 105) CEC requested, and the Colorado Department of <br />Public Health and Environment (CDPHE) approved, the expiration of the Colorado <br />Dischazge Permit System permit at the site <br />B.
