For that reason <br />I assume that Mr. Turtle's interpretation of the MLRD regulations are correct. <br />The present site of the gravel extraction operations is used already in part as a final discharge <br />point for the District's sewage treatment facility. The master pion for sewage treatment <br />contemplates ultimately developing the entire low area that was mined as a constructed <br />wetlands for sewage treatment. The mined area is needed for that purpose under a present <br />master plan presented to the Colorado Department of Health. <br />I feel that the full development of the wetlands in the extraction area will accomplish the <br />desired result of a full reclamation and mitigation plan. In fact, the total area of wetlands and <br />wetland affected area will be far greater than when the operation was begun, since initial <br />extraction was from a higher and dryer bench area which has been turned into lowland. <br />Thank you, <br />1~-~ <br />-map Allen <br />12/9/91 <br />
