Long <br />Division Dueclor <br />Spray System <br />The Division of Minerals and Geology (DMG) has reviewed your request for <br />reconsideration of the deadline for installation and testing of a spray <br />evaporation system in the Gold Hill Mill tailing pond. Your request for <br />reconsideration is denied. Colina Oro Molino (COM), Inc. must make a <br />concerted effort to have the spray system operational by April 1, 1996. <br />The rationale for the DMG~s decision is provided below: <br />1. The chronology of the process that led to the establishment of an <br />April 1, 1996 deadline does not support an extension of the deadline. <br />(a) DMG presented information to COM, Inc. on 2j14j96 that water <br />balance contingency measures were needed at the Gold Hill Mill, and <br />that the needed contingency measures needed to be enacted prior to <br />1996 spring runoff. DMG stated that the time period of concern was <br />mid-march to mid-july, and asked for a meeting at the earliest <br />convenience of COM, Inc. <br />(b) DMG met with COM, Inc. on 2/26/96. It was agreed that a spray <br />system was needed in the tailing pond, and that COM, Inc. would <br />provide a proposal for installation of a spray system as soon as <br />possible. <br />(c) On 3/7/96, DMG notified COM, Inc. of the need for a spray <br />system proposal as soon as possible so that installation could be <br />completed by 4/1/96. <br />(d) DMG received a proposal and design for a spray system on <br />3/18/96, and approved the design the same day with a 4/1/96 deadline <br />for installation and testing. <br />(e) On 3/20/96, COM, Inc. requested a deadline extension, citing <br />the need to dig equipment out of the snow, and to order parts for <br />
