Sealing of Drilled Holes and Underground Openings <br />The method for sealing portals in Tab 14 of Volume 5 of the permit indicates that South Portal and <br />North Portal openings will be sealed using an MSHA-approved, concrete-block bulkhead or by <br />completely filling the entry for a minimum of 2~ feet with noncombustible material. This should <br />eliminate any chance of water discharge from the portals fallowing sealing. Long term mine discharge <br />(post reclamation) from the Roadside South Mine will be from a portal drain installed in the seal of <br />the reclaimed Northwest Intake Portal, which allows discharge through CDPS Outfall #002, to the <br />Colorado River. Due [o [he orientation of the North Mine workings, which slope away from the portal <br />and river, and due to the elevation of [he portal which is above the recovered groundwater elevation, <br />no surface discharge from the North Portal Mine is projected following reclamation. <br />During permit review associated with RN-03, in 1999, the Division requested additional <br />documentation of postmine hydrologic conditions within the South Portals Mine, to <br />demonstrate that the previously approved permanent discharge structure from the Northwest <br />Intake Portal would be adequate to safely handle minewater discharge on a permanent basis. <br />The operator responded to this concern by stating that further evaluation would be required, <br />and would be conducted prior to sealing of the South Mine portals. The evaluation will <br />determine whether the existing Outfall 002 discharge siphon would be able to handle additional <br />flow which will be generated upon cessation of wash plant operations and abandonment of <br />Discharge Point 001. The operator has committed, on page 14-30 of the application, to submit <br />results of the evaluation and any necessary revision to the sealing/discharge plan, by June 30, <br />2000. The Division finds this proposal to be acceptable. <br />Exploration drill holes, boreholes, or wells not completed in an aquifer will be sealed by replacing <br />cuttings in the hole and placing a cement plug in the top of the hole from ten feet down to within three <br />feet of the ground surface. <br />If a hole is completed in an aquifer, it will be sealed by placing an approved cement or sealant in the <br />hole from the bottom to within ten feet of the ground surface, a cement plug will be placed in the <br />upper ten feet. <br />Figure 14-2 illustrates typical permanent mine seals, and Figure 14-3 depicts a typical "dry hole" <br />permanent drill hole seal. <br />V. Disposal of Debris. Acid-Forming, and Toxic-Forming Materials <br />The coal refuse material to be disposed of during mining operations is not considered combustible, <br />physically unstable, or acid-toxic forming. Chemical and physical analysis for this material is <br />contained in Figure 6-2. Refuse separated from the raw coal mined will be placed in the refuse <br />disposal areas described in Section 2.05.3(8), Tab 13. See Section VI, below. <br />Non-coal wastes, including Flammable liquids, paints, garbage, and lumber are collected by a refuse <br />removal service and disposed of in a local landfill according to applicable regulations governing such <br />waste disposal.
