Raw coal is transported by conveyor from the Roadside South Portal to the wash plant at the South Portals <br /> facility area. Raw coal from the North Portals is transported by truck to the wash plant. The wash plant <br /> separates waste rock from the clean coal.'Clean coal is transported by conveyor 1.3 miles from the wash plant <br /> to the rail loadout. The coal processing waste from the wash plant is trucked to Cameo Refuse Disposal Areas <br /> No. I or No. 2, located west of the North Portal facilities in Coal Canyon. <br /> Sediment Control System <br /> All surface runoff from disturbed areas is primarily routed through one of ten sediment ponds to prevent <br /> additional contributions of sediment to streamflow or runoff outside the permit area due to mining <br /> disturbances. Alternative sediment controls are utilized at a number of approved small area exemption sites. <br /> Water Consumption <br /> Water usage at the site is from consumption in the mines, in the coal preparation plant, and in the surface <br /> facilities. Consumptive use will be monitored and results included in the Annual Hydrology Report(AHR). <br /> Some of the water from the Roadside South Portal is pumped out to a surface storage tank and is then used <br /> in the processing plant. <br /> Mine Water Discharge <br /> In addition to water discharged from sediment ponds, water is discharged from underground workings at three <br /> locations. All waters discharged from either sediment ponds or underground workings pass to the Colorado <br /> River after treatment. For additional information on these discharges, see Section C.11. of this document. <br /> Reclamation Plan <br /> Within one year of permanent cessation of mining operations, reclamation of the site will begin. Final <br /> reclamation activity conducted during the period of active mining will be limited primarily to CRDA-I and <br /> CRDA-2, where reclamation is concurrent with refuse pile construction. Final reclamation of the North <br /> Decline area was conducted in 1991. Final reclamation upon cessation of mining will begin with removal of <br /> all structures and facilities, sealing of underground openings and monitoring wells. Disturbed areas will be <br /> backfilled, remaining refuse disposal areas covered,and final grade achieved. Topsoil will be redistributed <br /> on most areas, and all areas will be seeded and mulched. Roads not approved for postmining use will be <br /> removed when no longer needed for reclamation activities. Details of the reclamation plan are included in Tab <br /> 14 of the approved permit application package. <br /> All structures will be dismantled and removed from the site. Mine entries and ventilation shafts will be sealed <br /> with a double row of concrete blocks and ten feet of non-combustible material,or simply backfilled with 25 <br /> feet of non-combustible material. Drill holes and monitoring wells will be filled with drill hole cuttings or <br /> sealant and plugged with cement. <br /> Disturbed areas will be backfilled to approximate original contour. There are no plans for retention of <br /> highwalls. <br /> 17 <br />
