Lochhead
Executive Dveuor
Michael B. Lonq
Division DireUOr
Per our April 27, 1998 phone conversation, this letter is to verify that Delta County may adjust the
locatior of the hot mix plant, at the Ellison Pit, without revision to the permit. It is acceptable to
have a Dortion of the access ramp to the plant located in Phase IA. The hot mix plant is considered
to be a custom operation (receives material from several permitted operations). Custom batch plants
are not required to be within the boundaries of an operation with a reclamation permit.
The Ellison Pit permit does address having a hot mix operation within it's boundaries. Therefore, as
long as surface water drainages are avoided, and spill containment and hazardous material handling
remain adequate, the location of the batch plant within the permit area is not critical.
If you have questions or need additional information, please contact me at our Durango Field Office,
484 Tuner Drive, Building F, Suite 101, Durango, Colorado 81301, phone no.
