Reclamation Plan Summary November 12, 1999
Thomas Pit Permit IVo. M-76-020
7/22177 Original permit issued to Animas Aggregates for 25.4 acres affr:cted area.
The Mine Plan indicates that alluvial materials will be excavated from two locations
adjacent to the west bank of the Animas River: the South Pit, located at the south
end of the permit area, is a pre-law dredge hole; the North Pit, locateri at the north
end of the permit area, is also apre-law excavation. Material excavation will occur
during low water season. Material will be replaced in both areas as sediment
deposition during high water season. The excavation areas consume approximately
16 acres of the permit area. The remaining approximate 10 acres of t:he permit area
will be utilized for material stockpiling and processing, to include washing,
screening, crushing and production of asphalt and concrete products. Stockpiling
and processing area is located immediately west of the excavation arE:as and the
Animas River.
The Reclamation Plan indicates that the mine entrance/haul road is pn:-existing and
permanent. Mine entrance road, providing access from Hwy 550, is Ipproximately
25' wide and 700' long. Reclamation of the 16 acre excavation area includes
general grading to ensure final slopes not steeper than 2H:1 V, revegetation
accomplished by transplanting at least 50 Cottonwood seedlings at or above the
high water elevation. Operator committed to irrigation of the Cottonwood seedlings
during the first year following planting. Reclamation of the 10 acre
processing/stockpile area will support irrigated pasture, grading to approximate 3%
slopes, ripped, disced, fertilized and drill seeded per SCS recommendations.
Buildings present during the original permit application were apparently approved as
permanent structures. Existing fence lines will be extended, as necessary to restrict
grazing, for the irrigated pasture area.
1981 ? Amendment #1 (AM-01) approved for 4.4 acres addition to the
processing/stockpile area. Total permit area increased to 29.8 acres.
Originally, the AM-01 application included additional acreage in the Animas River
channel for material excavation. However, the operator modified the application by
withdrawing the portions within the river channel. The reclamation plan was
modified to include topsoil replacement at 6"-12" depth for the 4.4 acre addition.
No additional changes through AM-01, previous grading and revegetation
requirements remained.
8/28/95 Technical Revision #1 (TR-01) approved. Operator commits to annual surveys
and excavation limitation to not deeper than 6,645' elevation. No
modification to the reclamation plan under TR-01.
As of 11/12/99, DMG records do not indicate additional modifications to thy: reclamation
plan for the Thomas Pit, Permit No. M-76-020. Supporting documents attached.
