SHELTON, Director <br />DATE: September 26, 1985 <br />T0: Jim Pendleton <br />FROM: Tom Gillis <br />RE: McClane Canyon Mine Backfilling Scheme - Steep Slope Mining <br />Salt Creek Mining Co. has submitted a response to Stipulation No. 11 attached <br />to permit C-004-BO which reads: <br />WITHIN 60 DAYS OF PERMIT ISSUANCE, THE APPLICANT SHALL REVISE THE PERMIT <br />APPLICATION TO COMMIT TO BACKFILLING THE PORTAL FACE-UP AREA TO THE <br />ORIGINAL "STRAND LINE" OR CREST LINE OF THE ORIGINAL UNDISTURBED SLOPE <br />WHICH WAS EXCAVATED OUT DURING CONSTRUCTION OF THE MINE BENCH AND <br />PORTALS. THE SLOPE GRADIENT AND COMPACTION OF THE BACKFILLED PORTAL <br />FACE-UP AREA SHALL BE DESIGNED TO ACHIEVE A MINIMUM STATIC SLOPE SAFETY <br />FACTOR OF 1.3. COMMITMENT BY THE APPLICANT TO THIS BACKFILLED <br />CONFIGURATION SHALL NOT PRECLUDE THE APPLICANT FROM SUBMITTING A FUTURE <br />REQUEST TO THE DIVISION FOR REVIEW AND APPROVAL OF AN ALTERNATIVE <br />BACKFILLING SCHEME FOR THE PORTAL FACE-UP WHICH WILL MEET THE <br />REQUIREMENTS OF RULE 4.14.2. <br />To comply with the Division's request that the McClane portal area be <br />backfilled to the original strand line above the portals, Salt Creek has: <br />1. Compiled a map of the portal area showing that the area was in fact a <br />STEEP SLOPE mining area. (See Figure 3.1-3) <br />2. Incorporated the analysis of stability and the reclamation of the slop <br />behind the trailers as submitted on June 10, 1983. (Renumbered to be <br />figure 3.1-4) <br />3. Compiled a one-inch equals fifty foot map of the portal area showing how <br />the highwall will be reclaimed as well as providing a summary of the <br />reclaimed creek channel characteristics. (See pages 3-2, 3-3 and 3-16 as <br />well as Table 3.1.1 and Figures 3.1-2 and 3.1-4) <br />To correct numerous typo's and fit in all of the changes, Section 3 was <br />completely retyped and is attached for your review. <br />I have concocted a letter to John Walters regarding the resolution of other <br />stipulations and will insert your comments after I receie one of your <br />typically stirring yet elegant memos.
