SHELTON, Director
DATE: September 26, 1985
T0: Jim Pendleton
FROM: Tom Gillis
RE: McClane Canyon Mine Backfilling Scheme - Steep Slope Mining
Salt Creek Mining Co. has submitted a response to Stipulation No. 11 attached
to permit C-004-BO which reads:
WITHIN 60 DAYS OF PERMIT ISSUANCE, THE APPLICANT SHALL REVISE THE PERMIT
APPLICATION TO COMMIT TO BACKFILLING THE PORTAL FACE-UP AREA TO THE
ORIGINAL "STRAND LINE" OR CREST LINE OF THE ORIGINAL UNDISTURBED SLOPE
WHICH WAS EXCAVATED OUT DURING CONSTRUCTION OF THE MINE BENCH AND
PORTALS. THE SLOPE GRADIENT AND COMPACTION OF THE BACKFILLED PORTAL
FACE-UP AREA SHALL BE DESIGNED TO ACHIEVE A MINIMUM STATIC SLOPE SAFETY
FACTOR OF 1.3. COMMITMENT BY THE APPLICANT TO THIS BACKFILLED
CONFIGURATION SHALL NOT PRECLUDE THE APPLICANT FROM SUBMITTING A FUTURE
REQUEST TO THE DIVISION FOR REVIEW AND APPROVAL OF AN ALTERNATIVE
BACKFILLING SCHEME FOR THE PORTAL FACE-UP WHICH WILL MEET THE
REQUIREMENTS OF RULE 4.14.2.
To comply with the Division's request that the McClane portal area be
backfilled to the original strand line above the portals, Salt Creek has:
1. Compiled a map of the portal area showing that the area was in fact a
STEEP SLOPE mining area. (See Figure 3.1-3)
2. Incorporated the analysis of stability and the reclamation of the slop
behind the trailers as submitted on June 10, 1983. (Renumbered to be
figure 3.1-4)
3. Compiled a one-inch equals fifty foot map of the portal area showing how
the highwall will be reclaimed as well as providing a summary of the
reclaimed creek channel characteristics. (See pages 3-2, 3-3 and 3-16 as
well as Table 3.1.1 and Figures 3.1-2 and 3.1-4)
To correct numerous typo's and fit in all of the changes, Section 3 was
completely retyped and is attached for your review.
I have concocted a letter to John Walters regarding the resolution of other
stipulations and will insert your comments after I receie one of your
typically stirring yet elegant memos. Additionally, I will have one of our
many ace hydrologists review the proposed reclaimed drainage channel
configuration for erosion potential, long-term stability, etc. Please let me
know if you need additional information from the permit application to assist
your review.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
