On soils that are <br />appropriate for crimping mulch, straw will be applied subsequent <br />to seeding as a mulch at a rate of up to two (2) tons per acre on <br />areas where the volume of rock fragments are greater than 3 inches <br />is less than 10 percent. If necessary, the straw mulch will be <br />anchored to the soil by discing. <br />The selected revegetation mixture will result in the diversity of <br />species which will provide for erosion control and has incorporated <br />the recommendations of the Soil Conservation Service personnel. <br />A submission has been delivered to you November 6, 1980, regarding <br />the "Exploratory Trench in the Dam D Area", in which it has been <br />clearly pointed out that we have not been able to document the ex- <br />istence of any underground tunnels and/or mining adits connecting the <br />GEC and Dorchester mining area, particularly within the Dam D area. <br />However, in the event any potential exists for contributing additional <br />water flow into the Dorchester underground mine, GEC will seal off <br />any underground workings that are encountered with a two (2) foot clay <br />barrier. <br />The Dam D area is directly adjacent to existing operation, and if <br />the coal is not mined as part of the immediate operation, approx- <br />imately 100,000 ton of coal will be left as an uneconomic block and <br />shall be left forever. Additionally, the existing operation has <br />almost half-way by-passed this Dam D area. Any future mining would be <br />too expensive and also create much more environmental disturbances <br />which will not be experienced if GEC Minerals, Inc. is allowed to mine <br />the coal as part of an existing, on-going operation.
