The coal seam extracted at the Canadian Strip Mine is the Sudduth Coal.
seam varies from 10-23 feet thick at the site and is located within the
Coalmont Formation. The mine is located on the eastern flank of a local
anticline. The beds are steeply dipping at the location of the mine and
at an angle between 28 and 34 degrees.
The operation is in compliance with the requirements of this section.
V.
7. 2.05.3(4
The
occur
Information on surface water hydrology may be found in Appendix C, Volumes I
and II of the permit renewal application.
The Wyoming Fuel Company Canadian Strip Mine is located in North Park. North
Park is an inter-montane basin bounded by the mountains of the Rawah Range to
the east, the Park Range to the west, and the Rabbit Ears Range to the south.
The majority of runoff from the basin is derived from snowmelt on the forested
slopes of the surrounding mountains. The North Platte River is the major
river of the region. Two major tributaries of the North Platte River are
within three miles of the mines site; the Michigan and Canadian Rivers. All
of the mine activities occur within the watershed of Bolton Draw, which is
tributary to the Canadian River. Bolton Draw is an ephemeral drainage which
receives varying amounts of water from trans-basin diversion of Michigan River
water through Spear Ditch from May through July. Otherwise, flows in Bolton
Draw occur primarily from snowmelt runoff.
All runoff from the disturbed area is controlled within the sediment control
system. Pond No. 1 is a large pond with a standing pool and is located at the
northern part of the Pit No. 1 area. One other pond is to be built and is
situated in the southern part of the Pit No. 1 area. This pond is referred to
as Pond`No, 2 in the permit renewal application. Pond No. 4 and Temporary
Inpoundment No. 1, located in the Pit 2 area will not be constructed as
proposed in the original permit application, since no additional mining will
take place.
Pond Nos: 1 and 2 were reviewed for compliance with the performance standards
of Rule 4.05.6. The designs of both ponds were found to meet the requirements
of this section. All of the ditches were reviewed and found to meet the
design requirements of Rule 4.05.3. Culverts associated with the collection
ditch system were found to be adequately sized.
The only potential water quality concern relates to pumpage of pit water into
the ponds and surface water system. This activity will not occur as the
development of Pit 2 has been terminated. Runoff amounts from summer storms
are limited based on the low annual precipitation occurring in North Park.
Surface runoff leaving the site is largely a function of snowmelt events.
NPDES reports submitted during the first permit term have indicated these
discharges continue to meet water quality effluent standards.
The operation is in compliance with the requirements of this section.
8
