Box 226
Delta, Colo. 81416
NOV 91983
MINED LAND RECLAMATION DIVISIOPI
Celo. Dept. of Naiural Resources
I am writing in response to your stated concern regarding the
mine ventilation fan noise at the Red Canyon Mine. Mrs. Stein, I
sincerely appreciate you meeting us on September 28th. I informed
you at that meeting that Grand Mesa Coal Co. would give you a
written response by the end of October. That is the purpose of
this letter.
My position of General Manager includes operating responsibility
for Grand Mesa Coal Company, Blue Ribbon Coal Company, and Snowmass
Coal Company. Due to a difficult marketing situation for coal in
the general area, mine employment as well as administrative positions
have been reduced substantially. Although I was not involved with
Grand Mesa Coal Company in 1981, I want to assure you both that we
want to continue to be good neighbors in Coalby Canyon. I can be
reached at 963-3440 in Carbondale, Colorado.
On Monday, October 3rd, a series of sound measurements were taken
about the Grand Mesa mine exhaust fan. The purpose of the measurements
was to obtain decibel measurements for various octave levels in the
vicinity of the mine. We received a written report from the outside
consultant that performed the sound measurements during the week of
October 10th. They note, "on Monday, October 3, 1983 in the afternoon,
the fan was inaudible at the Stein residence and barely audible in
the evening." Despite this result, we understand that, for some
atmospheric conditions, the fan noise is bothersome to you on certain
nights. Understanding your irritation about the fan noise, we want
to continue to make noise reduction efforts. It should be noted that
we essentially comply with the state regulations which were provided
you by Mrs. Groh, from the Environmental Protection Agency. The
sound data which our survey obtained is available for your review at
our mine office.
Based on follow-up meetings which were held at Grand Mesa Coal
Company's Red Canyon Mine, after the corrective work was completed
-continued-
