Topsoil Handling and Revegetation: <br />Topsoil will be replaced on areas disturbed by construction or operation of the loadout and <br />railroad loop to a minimum depth of six inches. Approximately 55,100 cubic yards of topsoil <br />were salvaged prior to loadout construction for this purpose and stored in three topsoil piles <br />located in the permit area. Vegetative cover was established on these piles to aid in <br />stabilization of the resource. <br />Hayden Gulch Terminal Inc. proposes to return the land use to pasture and rangeland upon <br />cessation of operations. Three separate seed mixes will be used to establish three separate <br />communities: dryland pasture, improved pasture, and native rangeland. The seedmixes <br />proposed incorporate native and site-adapted species with several introduced species being <br />included. In pastureland designations this is necessary for the utility of the lands. The <br />introduced species proposed for the rangeland areas are a low percentage of the entire mix, <br />generally exhibit quick establishment, or have nitrogen fixing characteristics. <br />Due to the narrow configuration of the area to be reclaimed as rangeland, the proximity of <br />concentrated shrublands, and the creation of "edge" effect, the Division will not require <br />reestablishment of woody plants on rangeland sites. <br />Bonding Liability: <br />The operator, HGTI, will be bonded for an amount sufficient for the Division to accomplish <br />all requirements for reclamation, should the need arise. Detailed reclamation cost estimates <br />and liability information can be found in Volume 2, Tab 23 of the permit application and <br />a summary given in Section B, below. <br />it <br />
