12. Rules 4.05.13(1)(d)(ii), 4.05.13(3)(a), and 4.07 Removal of Monitoring Equipment All ground water monitoring equipment, structures and devices shall be removed in accordance with 4.07 when no longer required. Equipment, structures, and other devices necessary to measure and sample accurately the quality and quantity of surface and ground water shall be ... removed when no longer required. Each exploration hole, other drill or borehole, well or other exposed undergound opening shall be plugged, sealed, or otherwise managed, as approved by the Division (Rule 4.07.3). From information supplied by [he Applicant in [he Application, and Permit files, the Division finds the Applicant in compliance with these Rules. Specifically excluded from the 1987 Findings were monitoring wells and drill holes (page 4). All drill holes and underground openings were reported as having been properly sealed in the Findings of Compliance of 1990, page 12 (Permit Renewal). The Phase II Bond Release of 1992 did not address sealing of openings, drill holes or wells. The sealing of such features was not identified as remaining obligations of reclamation (page 6). However, an addendum [o the 1992 Findings, issued on June 15, 1994, identified the "documentation of sealing of all monitoring wells associated with the Meeker Area Mines" as a remaining requirement. The Findings of Compliance of 1994 (page 11) (Permit Renewal) state [hat "The Division will require that each hole, well or other underground opening be capped, sealed, backfilled, or otherwise properly managed (4.07.3)". This Phase II/Phase III Bond Release Application of 1997 did no[ specifically address, nor did it provide any information on, documentation of sealing of monitoring wells. Rule 4.15.8 Success Standards for Cover Established vegetation must meet the approved success standard for cover. The Applicant is in compliance with this rule.
