<br />Since 1994, Lilly ha, served as executive vice president
<br />of the company, having Joined Eas[em Associated Coal Corp.
<br />in 1991 as its president Prior to joining Peabody, Lilly
<br />served as President of pert-McGee Coal Corporation.
<br />Congratulations to Gordon Peters, President and CEO
<br />of Trapper Mining, Inc., svho received a 1995 Business
<br />Award in a competition sponsored by Coopers and Lybrand,
<br />the Colorado Association of Commerce and Industry, and
<br />Colorado Business. Peters was cited for guiding the com-
<br />pany through a downsizing that led to more efficiency, im-
<br />proved cos[ control, and new equipment purchases. Safety
<br />and reclamation efforts also stood out. There were no lost
<br />time injuries for three years at the Trapper Mine, and the
<br />1993 Sentinels of Safety Award acknowledged one of those
<br />years. The company was also recently honored with a safety
<br />award at CMA's National Western Mining Conference and
<br />Exhibition.
<br />ASARCO recently honored the employees of its Lead-
<br />ville Mines Unit (or their outstanding safety achievement in
<br />1994 with a catered banquet at the National Mining Hall of
<br />Fame and Museum, the sue of CMA's upcoming Sixth An-
<br />nual Mining Summit. The event celebrated the fact that the
<br />Leadville Unit had the most improved safety record of all
<br />ASARCO units in 1994.
<br />Peter Babin, has been elected Executive Vice President
<br />of Royal Gold, Inc., a Denver-based, publicly held corpora-
<br />tion engaged in the ;old and ocher precious metals business
<br />through the acquisition. cyiloratmn, development, and sale of
<br />gold properties. Royal Gold has a 20 percent net profits roy-
<br />alty interest at the South Pipeline Project in Nevada, and has
<br />an agreement with Union I'aafic Corporation to test the min-
<br />eral potential of its lands in Colorado, Utah and Wyoming.
<br />Suzanne M. Stewart has loured the Denver operations
<br />group of Woodward-Clyde Consultants as business devel-
<br />opment manager. She will be responsible for client develop-
<br />ment in mining, water resources and waste. Woodward
<br />Clyde is a world leader in engineering and sciences applied
<br />to the natural built environment.
<br />' ~~ Echo Bay Mines has announced the ap-
<br />~` pointment of Michael K. McMillan as vice
<br />MINER ~~ president, human resources, and Jonathan R.
<br />NEWS' Baker as vice president, technical services

<br />-~ ~ Pincock, Allen, and Holt (PAH), inter-
<br />national mineral resource consultants, is
<br />pleased to announce that Gregory Chlumsky
<br />has joined PAH's permanent Denver staff as Manager Process
<br />Engineering Services, and Principal Process Engineer. Greg
<br />brings over 25 yearsoperating and engineering experience to
<br />PAH, and was previously employed as Sales Manager for
<br />Davy International, Inc.
<br />Michael D. Martin and Leonard Harris have joined
<br />Behre Dolbear & Company, Inc. as Senior Associates. Ac-
<br />cording mBehre Dolbear President Bernard J. Guarnera,
<br />Harris will work in [he Base and Precious Metals and Strate-
<br />gic Management Planning Groups on mining projects, merg-
<br />ers and acquisitions. Martin will work on projects involving
<br />mine feasibility and mangement studies. Behre Dolbear is
<br />the oldest, conlinously operating mineral industry consulting
<br />firm in North America, specializing in mineral property
<br />valuations, due diligence assessments, ore reserve estimates,
<br />and mine planning, among other things.
<br />OTHER MOVES OF NOTE
<br />And we though[ you'd like to know, environmental at-
<br />torney L. Thomas Galloway, who has engineered several
<br />lawsuits and controversial settlements against the Office of
<br />Surface Mining, is moving from Washington, D.C. to Boul-
<br />der. According to a recent edition of the Mine Regulation
<br />Reporter, Galloway intends to teach law and write att envi-
<br />ronmental history of mining. But retirement is not in the
<br />cards for this lawyer, who is reported to be applying the con-
<br />cepts developed in the Applicant Violator System (AVS) to
<br />other "pollution areas as well as health and safety." for those
<br />who have not encountered the AVS, it is a computer based
<br />system used to deny permits to companies with outstanding
<br />violations of environmental laws. As applied, however, AVS
<br />has become a monster, extending liability to increasingly re-
<br />mote levels of corporate ownership, rather than focusing on
<br />true violators, in an effort to go after the "deep pockets."
<br />Controversy has raged for years over the application of AVS
<br />to coal mining operations. More recently, bills to repeal the
<br />1872 Mining Law sponsored by anti-mining forces include
<br />AVS provisions.
<br />We are very pleased to announce that Terry O'Connor.
<br />CMA Chairman-elect, has been named Vice President, Exter-
<br />nal Affairs, ARCO Coal Company. Terry had served as
<br />Manager, Government and Public Affairs, since June, 1989.
<br />Terry came to ARCO in 1989 after a long stint as Western
<br />Regional Counsel for Peabody.
