O'Connor <br />RE: Technical Revision to Goodwin Gypstmm Quarry <br />Your File No. 77-346 <br />Dear Mr. O'Cm3nor: <br />The following is in reply to the questions in your letter of <br />February 28: <br />The Goodwin Ranch is naa in an estate following the death <br />of Mfrs. Payne early in 1982. The spokesman for the estate, <br />and one of the heirs, is Mrs. Payne's brother, Mr. Steve <br />Goodwin of Fort Collins. Prior to fixuZg the location of <br />the road, Mr. Goodwin and I toured the site and reached <br />agreement on the location of the haul road. <br />The soils of that valley are erodable, and through the years, <br />the ranch owners have used a series of roads from the ranchh3use <br />over the hill to the west. These roads started with a track on <br />the line of the proposed Access Road. When that road became so <br />rutted and eroded that it was no longer passable, the locatitm <br />was gradually moved dawn the hill to the more or less right-+~gled <br />road that was the only road originally shown on our application map. <br />That road is starting to erode now, also. It was Mr. Goodwin that <br />suggested that we upgrade the original road which was the farthest <br />to the south, and the farthest up the hill. With the nmoff along <br />this road being properly controlled, the lower slopes will bE: pro- <br />tected and the other old road scars will heal and be reclaimed. <br />No formal reclamation is planned for this old 'braided" road <br />system. The unst important factor is to control the rtmoff which <br />will be reaching it. This will be done by the upgraded road farthest <br />upslope. If there is still an erosional problem, we will create di- <br />versions to keep water from mnir~ down the old tracks. By protect- <br />ing the soil from erosion, the revegetation will came naturally. <br />
