N.M. 87102 <br />RE: Mine Site Evaluation Inspection on February 18, 19, 1991. <br />Dear Mr. Rollings <br />On February 18th and 19th, 1991, yourself and Mike Savage of Colorado Mined <br />Land Reclamation Division conducted an inspection at Kaiser Steel Resources <br />mine CCMC #1, in Huerfano County Colorado, Permit # C-81-024. <br />I would like to remark on comments made in your inspection report. There was <br />no disturbance done closer then approximately 750 feet from State Highway 69. <br />The vegetation on pond B was planted in November 1990, after construction was <br />completed. This area plus the wing ditch to the north west has not gone thru <br />a growing season. This area was planted using the method of broadcast seeding <br />then it was gone over with a drag to cover the seed. I am anticipating the <br />same success as achieved in the areas previously reclaimed. <br />I am aware of the soil conditions that exist on pond A. With the exception of <br />doing a complete rebuild on this pond, I have no solution to the cement type <br />soil that is prevalent on the embankments. We are looking at reworking and then <br />reseeding these areas with a fast growing cover crop, such as an annual grain. <br />This in my opinion will not work. The grain may successfully germinate and <br />sprout, but will most likely die as soon as the soil crusts over. We are currently <br />investigating other alternatives ways to correct this problem. <br />The topsoil pile #4 had material added to it in conjunction with the building <br />of pond B, therefore it to has not gone thru a growing season. <br />We had some settlement on the spillway on pond B this winter, this problem is <br />being looked into and any needed corrections will be done as soon as possible. <br />Livestock on the permit area has been a problem in the past. I have put chains <br />and padlocks on the gates leading to the permit area, to try and curtail the <br />rancher from opening the gates and letting his livestock in. At this point I <br />will notify the authorities and have them contact him to see if this will stop <br />him from putting his livestock on the permitted area.
