You asked for reasoning for elimination of the so-called "spring box." <br />The spring box is designed to be placed on top of a discrete spring. It became obvious upon <br />placement last Fall that there was no spring where the box was placed. It was also obvious that <br />the spring system in Arequa Gulch did not consist of a single discrete spring. Therefore our <br />plans were to investigate the system further in 1995 as construction was resumed. As we were <br />able to investigate the spring system with the assistance of excavation of the valley and <br />construction of a drainage channel, it became evident that the springs were relatively diffuse and <br />the spring box would not serve any useful purpose. In fact, if the box were left in the system, <br />what flow might be directed to it would have the potential to drain from the bottom back into <br />the bedrock, <br />As you know, there was no flow from the 4" diameter pipe joined to this box after its <br />installation in 1994. This was further evidence that the system was not collecting the spring <br />flow as we wished. <br />The Attachment details the chronology for the installation of the perforated pipe and the solid <br />pipe, as installed. As initially indicated, at no time during the installation was a single or small- <br />area spring identified. Rather we encountered some moderate-sized areas in which the flow <br />increased, as well as some damp areas. In this process, we examined the areas of wetlands to <br />help identify parts of the spring system, <br />
