All drilling for coal by Utah In[ernational~s <br />Trapper Mine Utah is considered developmental, i.e. it is intended [o further <br />define our existing proven reserves for detailed mine planning. All such drill- <br />ing is conducted within the boundaries described by our existing state permit and <br />the proposed permit boundaries of our recently submitted application. <br />Drilling by Utah outside the permit boundary, which has no[ been completed <br />or final reclaimed has been limited to the construction of ground water monitor- <br />ing sites (see attached map). These sites will remain Eor an extended period of <br />time. We feel that [he intent of the March 5 memorandum concerns exploration <br />drilling for coal and no[ the continued monitoring of established ground water <br />piezometers. <br />Therefore, we propose [h a[ no further action on our part be taken a[ this <br />time for these sites. <br />On February 2, 1981, Utah submitted to your office a proposed permit <br />application. Sections 3.3 and 3.6.3.9 of this application specifically add- <br />ress developmental drilling and subsequent reclamation. Please refer to these <br />sections for a detailed explanation of what such drilling entails and how i[ is <br />handled. Please advise if you perceive of any difficulty in our proceeding to <br />conduct developmental drilling [his summer as described in the application. We <br />are currently preparing to negotiate a drilling contract. <br />
