While <br />American Soda prefers using local construction companies to build the project, <br />• certain project components may require special construction expertise not available <br />in the Rio Blanco and Garfield Counties. The extent to which non-local workers <br />would be utilized for construction is not known at this time. <br />Based on preliminary estimates, the construction work force would be as large as 390 <br />at its peak. Of these workers, approximately 140 would construct the facilities at the <br />Piceance Site, up to 50 would construct the project pipelines, and as many as 200 <br />would be needed to construct the processing operation at the Parachute Site <br />(Kvaerner 19988, Williams 1998b). While the construction phase as a whole may <br />last as long as 2 years, specific portions of the construction project may last for only a <br />few months. <br />Due to the short-term nature of many aspects of project construction, it is assumed <br />that non-local construction workers would not bring their families to the local area <br />and that they would mainly utilize motel accommodations rather than longer-term <br />rental housing such as apartments or houses. In many cases, non-local construction <br />workers may stay in motorhomes or travel trailers parked in local trailer parks and <br />long-term campgrounds. Since it is unclear how many non-local construction <br />workers would be utilized, the number of motel rooms, trailer park spaces, and <br />campsites that would be required for the construction work force is also unknown at <br />this time. <br />• While housing is generally considered to be in short supply in Garfield County in <br />particular, there should be an adequate supply of temporary accommodations to <br />American Soda, L.L.P. 8_35 <br />Commercial Mine Plan <br />August IS, 1998 <br />
