-47- <br />Climatological Information and Air Resources -Rules 2. <br />~ nc nro,,ti ~r1 ,tea n ,~ <br />The required climatological information is presented on pages 2.04-34 <br />through 2.04-36 of Volume 1.6 of the application. A description of the <br />air pollution control plan is included on pages 2.05-56 through 2.05-57, <br />and in Appendix XV. Emission permit applications and copies of permits <br />are contained in Appendix X-12. <br />The applicant proposes to periodically water roads to suppress dust. <br />Crushing and conveying operations are equipped with a water spraying <br />system, and all conveyors will be partially enclosed. <br />The proposed operation is in compliance with the requirements of this <br />section. <br />XI. Topsoil - Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d) and 4.06 <br />Soils resource information is presented on pages 2.04-34 through 2.04-406 <br />and in Appendix XVI of the application. Information on topsoil salvage <br />and storage is presented on page 2.05-4U. Topsoil redistribution is <br />discussed on page 4.06-1. <br />The surface disturbance at the Hawk's Nest Mine has been limited to <br />approximately 29 acres. The major soil type disturbed is mapped as <br />Torriorthents - Haplaryids complex, very stony. The soil occurs on the <br />moderate to steep (up to 5(YXj south facing slopes rising to the north of <br />the North Fork of the Gunnison. The soil is generally shallow and rocky <br />and supports a shrub dominated community. <br />The majority of the land surface within areas identified as disturbed <br />lands within the permit boundaries has been previously disturbed by <br />mining activity. The only topsoil previously salvaged at Hawk's Nest is <br />approximately 50 cubic yards of clayey soils stockpiled near the load-out <br />silos. The only additional disturbance proposed for the first five year <br />permit term is a recently constructed haul road from the West mine <br />loading bin near the railroad tracks to the truck dump at the load-out <br />silos. The road has disturbed less than 1 acre of previously undisturbed <br />surface. Topsoil was salvaged prior to construction. <br />Due to the fact that no topsoil was salvaged prior to initiation of <br />disturbance, (with the exception of the small stockpile at the load-out) <br />W.S.C. has proposed to import sediment from the borrow pit area of Paonia <br />Reservoir for use in final reclamation. Analyses within the application <br />indicate that the sediment ranges from sandy loam to sandy clay loam in <br />texture, with acceptable electrical conductivity, sodium adsorption ratio <br />and toxicity levels. Fertility levels in the sediment are apparently <br />quite low. The material would be suitable for non toxic refuse cover or <br />for use as a plant growth medium with supplemental fertilization, and <br />incorporation of organic matter. However, since the availability and <br />nature of the sediment from Paonia Reservoir is subject to change, it is <br />probable that during review for subsequent permit terms and prior to <br />final reclamation, reevaluation of the topsoiling plan and reanalysis of <br />the topsoil material to be used will be required. <br />
