Long <br />Division Director <br />We recently reviewed the Black Cat Pit Annual Report. The report <br />indicated that the site has been, and may continue to be, <br />inactive for at least six months. Please refer to the <br />Construction Rules and Regulations Sections 1.13 which state that <br />if an operation ceases production for a period of 180 days or <br />more, the operator must file a Notice of Temporary Cessation with <br />the Board. This notice must state the date of cessation, the <br />reasons for cessation, a plan for the resumption of mining, a <br />description of those activities the operator will take to ensure <br />compliance with the permit reclamation requirements and a <br />description of site maintenance activities to ensure compliance <br />with the performance standards (Rule 3). The Notice of Temporary <br />Cessation should be sent to the Division separate from other <br />correspondence. <br />As an alternative to temporary cessation, you may submit a <br />Technical Revision to your permit to indicate that the operation <br />will be intermittently active throughout its life. The technical <br />revision application must include a description of those <br />activities the operator will undertake to ensure compliance with <br />the permit reclamation requirements, ahd a description of the <br />site maintenance activities which will ensure compliance with the <br />performance standards (Rule 3).
