1. Introduction <br />This amended document is part of the decision package prepared by the Colorado Division of <br />Minerals and Geology (the Division) for the Keenesburg Strip Mine for a permit renewal <br />application (Application) submitted by Coors Energy Company (CEC). This document <br />includes: 1) the proposed decision to approve the renewal application; 2) a summary which <br />includes a history of the permit renewal application, a description of the environment affected <br />by the operation and a description of the mining and reclamation plan; and 3) the written <br />findings of compliance the Division has made as required by the Colorado Surface Coal <br />Mining Reclamation Act. This revised (18 February 1998) Findings incorporates changes to <br />the first (25 June 1997) publication (deletions are indicated by strike-out, and additions are <br />indicated by shading throughout the document). The revisions do not affect the Proposed <br />Decision of Part 2, nor the renewal of the Permit promulgated on August 11, 1997. Changes <br />do affect the provisions of the Permit. This Findings of Compliance document includes <br />information from, and replaces as part of the approved permit, the March 17, 1992 Findings of <br />Compliance. The March 17, 1992 Findings of Compliance had, in turn, replaced the <br />November 11, 1986 Findings of Compliance as a part of the approved permit. Detailed <br />information concerning the findings of compliance can be found in the Regulations of the <br />Colorado Mined Land Reclamation Board for Coal Mining. <br />The Division has received an Application for a renewal to a permit (C-81-028) to conduct <br />surface coal mining and reclamation operations at the Keenesburg Strip Mine. (This <br />Application is for continuing reclamation work only, as all coal extraction operations have <br />ceased. Reclamation work includes the controlled disposal of flyash as a portion of the backfill <br />of mine pits.) The Application was submitted by CEC. (A number of documents within the <br />Application were prepared by TERRANEXT, a consultant to CEC.) The mine will be <br />operated by CEC. The mine is located on state-r:~private lands within Weld County, <br />Colorado. The legal description of the lands included within the permit area are as follows. <br />[These descriptions are found in the Index Maps Legal Description section of the Permit.] <br />1.1 Legal Description <br />A number of errors were clarified during this Permit Renewal Number 3 as regards duplication <br />and inappropriateness of the legal description of the permit area as of the date of the review. <br />Thus a complete description is included in the text of this findings. <br />An area of mining, consisting of a tract of land in Sections 25 and 36, Township 3 North. <br />Range 64 West of the 6th P.M., Weld County, Colorado, described as follows: <br />Begirming at the Northwest corner of Section 25; thence South 45 degrees 44' 19" East, <br />3718.91 feet to the Center '/a corner of Section 25; thence North 89 degrees 07' 15" East, along <br />the east-west centerline of said Section, 2635.63 feet to the East '/a of Section 25; thence South <br />0 degrees 32'57" East, along the east line of said Section, 2639.70 feet to the Southeast corner <br />of Section 25; thence South 0 degrees 04'57" West, along the east line of Section 36, 2641.13 <br />feet to the East '/ corner of Section 36; thence South 0 degrees 04'57" West, continuing along <br />1 18 February 1998 <br />
