elassi€ted-as premising land use classification of the area was rangeland, a determination made <br />by the U.S. Department of Agriculture, Natural Resources (Soil) Conservation Service, as <br />shown on page 37 of the renewal application, general soil map of Weld County, Colorado. <br />The land cannot support a variety of uses under existing technologies and local resources. All <br />attempts at dryland farming on the area have been abandoned, and the damage caused by those <br />attempts will remain evident for many decades. <br />3.3 Description of the Operation and Reclamation Plans <br />3.3.1 Topsoil Stripping and Replacement Depths <br />No stripping of undisturbed topsoil is anticipated during the forthcoming renewal period of the <br />Permit. Only reclamation activities are anticipated. Replacement depths of topsoil are: <br />2 feet, over 6 feet of overburden spoil cover on ash (disposal areas) (Application, 1996, <br />Sec 2.05.4, page 114, line 7). <br />24" over roads (Application, 1996, Sec 2.05.4, page 114b, line 1). <br />15" over the long-term spoil area (Application, 1996, Sec 2.05.4, page 114b, line 3). <br />6" over facilities and topsand storage areas (Application, 1996, 2.05.4, page 114b, line <br />4). <br />3.3.2 Revegetation Techniques <br />The approved revegetation plan emphasizes native species planting resulting in a diverse, <br />pertttanent, effective plant community capable of self-regeneration. The current seed mix is <br />presented on page 115, Section 2.05.4, of the Application. <br />Manure is to be spread on the topsand. The approved seed mix will be drill seeded through the <br />manure mulch. Small areas that require reseeding may be broadcast. (Application, 1996, Sec <br />2.05.4, page 15, line 39) <br />Two windows for seeding are March 15 to June 1 (spring) and September 15 to December 15 <br />(fall) (Application, 1996, Sec 2.05.4, page 115a, lines 4-6). <br />A stubble mulch (such as sorghum) may be seeded in the spring or fall prior to seeding of the <br />permanent seed mix (Application, 1996, Sec 2.05.4, page 115a, lines 10-15). <br />No irrigation is proposed (Application, 1996, Sec 2.05.4, page I15a, line 25). <br />The site is currently inspected at least quarterly for pests and diseases. No infestations of pests <br />or weed have been identified. (Application, 1996, Sec 2.05.4, page 115a, lines 32-35) <br />Grazing is prohibited during the first two years of vegetation establishment on reclaimed areas. <br />Grazing may be allowed thereafter.
